Thao Pham

Thao Pham, Chairperson

Thao Pham is a former senior Canadian government official with 30 years of experience in leadership, management and governance. She last served as Deputy Minister, COVID-19 Recovery, and previously as Deputy Secretary to the Cabinet (Operations), in the Privy Council Office. Prior to that, she served as Associate Deputy Minister of Transport Canada. She also held a number of senior positions, including at Infrastructure Canada, Canada Economic Development Agency for Quebec Regions, the Canadian Environmental Assessment Agency and Environment and Climate Change Canada.

Over the course of her career, she oversaw national programs and large-scale operations across the country, including in the areas of transportation and infrastructure; contributed to the development of economic and environmental policies; coordinated major policy initiatives and the management of major crisis, including the COVID-19 pandemic, at the highest level of decision-making. She has built multipartite collaboration with partners of different levels of government, non-profit organizations, the private sector, and academia.

She is a Senior Fellow at the University of Ottawa’s Graduate School of Public and International Affairs. She holds an M.Sc. in Environmental Sciences from Université du Québec à Montréal and a B.Sc. in Biology from McGill University.

Rosemary Capparelli

Rosemary Capparelli is a Senior Financial Executive with over 20 years experience in diverse strategic, financial and operational roles. Her track record demonstrates her ability to rapidly adapt to changing environments with intellectual agility, creativity and entrepreneurship rigor.

Rosemary is Vice-President, Finance and Administration at Fednav Holdings Inc., a holding company of the maritime shipping business Fednav. Prior to this, she spent a decade at Air Canada as Head of Finance for Air Canada Rouge. Rosemary was involved in the start-up and creation of the leisure airline. She built and lead cross-functional teams and developed and implemented financial structures and systems, while negotiating start-up contracts.

Prior to her time at Air Canada, Rosemary held a variety of financial roles at Motorola, Pfizer and Lockheed Martin.

She currently serves on the CPA Quebec Board of Directors and is a member of the Executive and Audit Committee.

Rosemary is a licensed Certified Public Accountant (CPA) and has recently completed Digital Transformation and Sustainability Leadership training at the London School of Business.

Jennifer Sullivan, CD, MBA

Jennifer Sullivan, CD, MBA, is the Vice President Corporate Safety and Security at Maple Leafs Sports & Entertainment (MLSE). She joined MLSE in January 2018 after a 28-year career in aviation.

Prior to joining MLSE, Jennifer held senior positions at both the Greater Toronto Airports Authority (GTAA) and the Vancouver Airport Authority (YVR) and was a member of various international aviation committees including the role of Vice-Chair of the Airports Council International World Security Standing Committee.

Before embarking on her career in airports, Jennifer spent 15 years in the Canadian Forces primarily as a navigator on the CC-130 Hercules transport aircraft at 436 and 429 Squadrons in Trenton, Ontario. Jennifer also participated and supported many missions including Rwanda, Afghanistan, East Timor, Bosnia/Croatia, Ethiopia, Eritrea, Haiti and Kosovo through the airlift of personnel, equipment and supplies.

Jennifer has a Bachelor of Administration in Political Science from the University of Toronto, and a Master of Business Administration from Queen’s University in Kingston, Ontario.


Patricia Anne Kennedy

Patricia Anne Kennedy

Ms. Kennedy has been the Chief Financial Officer of the Pacific Flying Club since 2013. Before that, she was their Chief Operating Officer beginning in 1991. She has been involved in several organizations such as the board of the Private Career Training Institutions Agency of BC (2012-2014), as well as the Audit Committee and the Board of Directors (1999-2001) of the BC Aviation Council, the steering committee for Human Resources Development Canada’s Sectoral Study on Pilot Training in Canada (1999-2003), and the Certified Management Accountants (CMA) strategic leadership program (2003-2015). From 1997 to 2009, she sat on the Board of Directors of the Air Transport Association of Canada. She was its chairperson from 2001 to 2002 and was awarded an honorary life member status in 2012. She also sat on the board of directors of the CMA of British Columbia from 2008 to 2014, where she was chairperson from 2012 to 2013. She holds a Bachelor of Arts from Queen’s University in Kingston, Ontario and is a FCPA, FCMA. Ms. Kennedy was awarded with a CMA fellowship in 2007 and an honorary CMA life member status in 2014. She has been appointed to CATSA’s board as a nominee of the Air Transport Association of Canada.

Gilles Lalonde

A 25-year veteran in the high-tech and aerospace industries, Gilles Lalonde co-founded Provance Technologies Inc., in 1997. In addition to leading the executive team in strategic planning, Mr. Lalonde manages the company's corporate investor relations and all legal, financial and governmental affairs. Mr. Lalonde's experience has contributed to the development of Provance as an emerging leader in IT service management software. From 1990 to 1996, as principle partner of M.G. Lalonde and Associates Inc., he provided a variety of consulting services that included IT asset-management software implementation, support, training and courseware development. Previously, he held a number of senior management and operations positions in the aerospace industry.

Mr. Lalonde serves on the boards of a number of private companies as well as several non-profit organizations. He recently completed a nine-year term on the board of the Ottawa International Airport Authority, three years of which he spent as chair. Mr. Lalonde has been involved with the Outaouais United Way fundraising campaign since 2000 and was named 2004 Campaign President. He was also named Business Leader of the Year in 2003 by the Regroupement des gens d'affaire (RGA) for the Ottawa National Capital Area, CBC/Le Droit Business Personality of the Year in 2004, and Personality of the Month in September 2004 by the Quebec Information Technology Federation.

Mr. Lalonde studied business administration at the University of Ottawa, and participates in the Executive Education Program at Harvard Business School. Mr. Lalonde has held a commercial pilot's license for over 30 years and is a member of the AOPA and COPA Pilots Association and the Canadian Airborne Search and Rescue Association.

Sharon Duggan

Sharon Duggan, a resident of St. John’s, N.L., was appointed to the Board of Directors of CATSA for a term of four years in 2018.  Ms. Duggan holds a Bachelor of Science in Computer Science and a Masters of Business Administration (MBA) from Memorial University of Newfoundland. 

She spent most of her career at Bell Aliant, where she held executive and senior management positions in varied areas including information technology, human resources and customer services.  Prior to her retirement in 2008, she was the Vice-President, Customer Service Transformation with oversight responsibility for a $100M project to enhance customer service technology.  She has extensive leadership experience in change management, strategic planning and human resource management.

Ms. Duggan served on the Board of Directors of Marine Atlantic Inc., a federal Crown corporation, from 2013 to 2017.  She was Chair of the Safety, Corporate Governance and Accountability Committee for most of that time.  She was also a member of the HR and Pension Management Committee, and served as Acting Board Chair for eight months.

She is a past member of Memorial University’s Board of Regents, a past Rotary Club President and has served on many charitable and non-profit boards, including United Way of Newfoundland and Labrador, Easter Seals NL, and Dr. H. Bliss Murphy Cancer Care Foundation.

Diane Trenn

Ms. Trenn has 30 years of experience in the aviation industry, primarily in the area of airport operations. She began her journey in the industry with Transport Canada, where she held a position in financial administration and quickly moved to a position in airport operations thereby gaining experience in a broad range of areas. Her most recent position, prior to retirement, was as Vice President, Airport Operations, at Edmonton International Airport from 2006 to 2012.  During her tenure with Edmonton International Airport, Diane managed the transition of the airport from Transport Canada to the Edmonton Regional Airports Authority. 

As part of her community outreach, Diane co-chaired Edmonton Salutes, an Edmonton City Council committee in support of the military, and chaired the Leduc Nisku Economic Development Association.  She has been a member of the Transportation Committee of the Chamber of Commerce, the security committee of the Canadian Airports Council and working groups with CATSA.

Ms. Trenn has been appointed to CATSA’s Board of Directors as a nominee of the Canadian Airports Council (CAC).

Ken Chan, ICD.D, MBA, MFAcc, PhD

Dr. Ken Chan is a Partner, and the Practice Leader for Health, Government and Public Sector at Optimus SBR, an independent management consulting firm. Prior to this, he served as the Chief Administrative Officer at Victoria University and Vice President of Administration at Brock University. He was previously an Assistant Deputy Minister at the Ontario Ministry of the Solicitor General and the Ontario Ministry of Tourism, Culture and Sport.

With a background in public safety, Dr. Chan began his career as an Immigration Officer at Vancouver International Airport and later as a Constable with the Peel Regional Police, which polices Toronto Pearson International Airport. Internationally, he was the Mayor of London’s Senior Advisor on policing and an Assistant Director at the UK Government’s Better Regulation Executive where he liaised with the Home Office and the Ministry of Justice.

He holds the ICD.D designation from the Institute of Corporate Directors and contributes his governance expertise to boards in Canada and the UK. Dr. Chan has an Executive PhD in Management from ESCP Business School - Sorbonne Alliance, a Master of Forensic Accounting from the University of Toronto, an MBA from the City University of Seattle, and a BA in political science and criminology from Simon Fraser University.

Michael Maxwell

Michael Maxwell is an aviation executive with over 20 years of experience across North America. Holding senior leadership roles at Calgary, Minneapolis / St Paul, and the Halifax airports, he advanced the industry through the successful adoption on new digital practices. He now owns and operates Angevine Group, a technology consultancy with a focus on airlines and airports.

Mr. Maxwell is also serving on his third term as a Board Member for the Alberta Electric System Operator. The AESO ensures the safe and efficient operation of the provincial electrical system.

He holds a Bachelor of Science degree with Majors in Mathematics and Computer Science from Bishop’s University. He also has his ICD.D designation from the Institute of Corporate Directors and participates in other industry associations and organizations to advance the productive and secure use of technology in industry.

Andrew is a passionate business leader with a deep technical and cyber security background, blending government experience with the founding and growth of technology businesses.

At the outset of his career, Andrew spent over a decade in technical cyber security and leadership roles within the Government of Canada and in the United States Government. Subsequent to these roles, Andrew worked in, as well as founded and grew multiple cyber security firms with operations in Canada and internationally.

Andrew’s diverse interests extend beyond technology and include a background in aviation as a private pilot, a Board Member at the Rockcliffe Flying Club, a focus on cultivating leadership and developing teams, and a belief in lifelong and continuous learning. Andrew has a Bachelor of Science (Engineering) from Queen's University in Kingston, Ontario.

Theresa Redburn

Theresa is an experienced executive with over 35 years in the energy sector, including as a named executive officer and one of four members of the C-suite of a large cap publicly traded company. Her most recent position was as Senior Vice President Commercial and Corporate Development, Imperial, with a team of over 150.

Theresa has over 20 years’ board experience in private enterprise, not for profit operations, and community agencies. She has worked in Canada, the US and globally in various leadership positions including operations, corporate, commercial and M&A. She has leadership expertise in board governance, strategy development, risk management, sustainability, energy transition, indigenous, government and community relations, and public affairs. 

Graduate of Queen's University with a Bachelor of Science degree in Chemical Engineering, registered professional engineer (P.Eng) in Ontario, obtained the Institute of Corporate Directors (ICD) Director’s program designation (ICD.D).
